Sass を使用して記述されています。 Sass のソースコードは html/template/{admin,default}/assets/scss にあります。 前提として [https://nodejs.org/ja/] より、 Node.js をインストールしておいてください。

以下のコマンドでビルドすることで、 html/template/**/assets/css に CSS ファイルが出力されます。
