$fs->convert_encoding() の $from_encoding のデフォルト値を UTF-8 に変更した。(文字セットの自動判定により、アラビア語やベトナム語などが文字化けする問題を修正するため)
$fs->read_csv() の charset オプションのデフォルト値を UTF-8 に変更した。(同上。UTF-8以外のCSVを読み込む場合は、明示的な指定が必要)
