Runner heartbeat

Use Seiger\sTask\Facades\sTask::heartbeat(int $ttl = 3610): bool to check whether stask:worker started within the last $ttl seconds (inclusive). The runner calls touch(storage_path('logs/sTask.heartbeat')) before scheduling or queue access, including empty runs. The check only reads the timestamp and never creates or refreshes the marker. Missing, inaccessible, expired or future timestamps return false, as does a negative TTL.

This indicates recent runner invocation, not successful task execution or a guarantee that a process is still alive. The existing storage/logs directory must be writable by CLI and the marker readable by the web process. Keep storage shared across release deployments. Vendor publishing must not create this marker.

sTask::heartbeatStatus() exposes the same check with available, state, last_seen_at and age_seconds. The manager displays a colored runner indicator beside the tabs. Its tooltip shows the last invocation and elapsed time, without the TTL. It updates when the panel component refreshes, without separate polling.
