WebSms Notifier

Provides WebSms integration for Symfony Notifier.

The documented values for contentCategory, messageType, and senderAddressType are exposed as PHPDoc literal-string types for IDE autocomplete and static analysis while remaining regular strings at runtime to support new values, introduced by the provider.
